Biography

Appointed as a Professor of Practice in Penn State's College of Medicine, Department of Emergency Medicine, in June of 2008, David now serves as Principal Investigator and Project Director of Pennsylvania's Radiological Emergency Preparedness and Response Effort. This is a Department of Homeland Security-funded research project intended to improve the emergency preparedness of Pennsylvania's dependent care facilities.

From 2001 - 2008, David Lindstrom was the Chief Privacy Officer of Penn State University with institutional responsibility for the university’s privacy program. The Privacy Office is the lead administrative unit of Penn State with responsibility for privacy policy development, implementation and oversight. Additionally, he was responsible for the administration of various programs and projects that address other privacy-related legal and regulatory obligations of the university under state and federal law.

Mr. Lindstrom was appointed as the Special Assistant to the Provost for HIPAA Compliance from 2001 - 2003 and was responsible for the development and administration of all compliance efforts within Penn State to meet the requirements of HIPAA in clinical units, research, and all support services.

Prior to his duties in the areas of privacy, Mr. Lindstrom served as the Associate Director of University Health Services with administrative responsibility for the finance, patient services, health insurance, and facilities development of the Health Service. In addition, he had administrative responsibility for Penn State’s emergency medical services (EMS) clinical operation.

David continues to be an Affiliate Faculty member of the College of Health and Human Development where he supervised all Penn State EMS educational programs for 32 years. Mr. Lindstrom currently serves as the Secretary of the Board of Directors of the All Hazards Consortium, a Maryland-based corporation charged with improving homeland security and all hazards planning for seven states and the District of Columbia.
