Jay Gruber

Biography

Major Jay Gruber is the assistant director of public safety and assistant chief of police for the University of Maryland Department of Public Safety. As commander of the Technology Service Bureau, he also oversees the communications, emergency management, security technology, and information systems functions of the department. He is a nationally recognized resource on emergency management and emergency communications on college and university campuses, bringing diverse alert notification platforms and information resource procedures to the university, from text messaging and social networking to a robust emergency exercise program. Gruber received a bachelor’s degree in law enforcement from the University of Maryland, College Park; a master’s degree in applied management from University College; and a graduate certificate in homeland security management. He has also completed extensive graduate work in the field of criminal justice.
