DIRECTOR RESEARCH COMPUTING MIDTOWN MANHATTAN LOCATION Weill Cornell Medical College is one of the nation’s top ranked clinical and medical research centers. A highly visible opportunity is currently available within our Information and Technology Services Division for a Director to be responsible for providing leadership and strategic direction for research computing systems at the College, including basic and clinical research as well as research in medical informatics. The first 2-3 years of the Director’s time will be devoted to developing the Research Computing program and building the CTSC Bioinformatics Core in close collaboration with related efforts (e.g. Institute for Clinical Informatics, Institute for Computational Biomedicine [ICB], Sidra). After the Director deems there is program stability, progression on a related research strategic plan is expected. Position Activities: - Consults with and serves as an interface with research faculty and Departments and appropriate committees for the purpose of insuring coordination in systems planning, development and implementation between the Physicians Organizations Information Systems (POIS) that administers college clinical systems, the Information and Technology Services Division (ITS), WCMC-Q, Sidra, NY Presbyterian Hospital (NYP) IT, and appropriate external organizations.
- Responsible for overall planning, development, and implementation of informatics products and services to address the research needs of students, faculty, and staff and promote an electronic research administrative environment. Partners with other faculty as critical team members to develop informatics related programs as needed such as for Sidra’s research informatics program, an Informatics Institute at Weill Cornell, and an NCI Cancer Center.
- Assists the Director(s) of the Clinical and Translational Science Center Bioinformatics core in planning, program development and execution, as well as management of the IT aspects of scientific relationships between partner institutions. Participates in CTSA related national collaborations and acts as Weill Cornell’s informatics representative to the national CTSA consortium as assigned by the Core Director and CIO. Collaborates with other core department managers in oversight of Associate and Assistant Directors and their staff as well as directly manages informatics core staff in ITS.
- Coordinates data warehouse, reporting, CTMS and research related web service initiatives within ITS, the CTSC, and POIS, including i2b2, coordinating teams across divisions to ensure a coherent architecture and service execution. Serves as the primary liaison for related activities and the overall integration of research programs and products with college and hospital electronic health information.
- Convene and chair a research informatics committee that includes professionals and researchers engaged in clinical, basic, and translational research including Clinical Trials Office, the ICB, POIS, ITS Security, the Public Health Division of Quality and Medical Informatics and the CTSC. Potential/Future related organizations (e.g. Informatics Institute, Cancer Center, Sidra) will be included as indicated. Serves as staff liaison to other institutional committees as designated.
- Directs development of a research informatics systems architecture that delivers on the prioritized requirements of researchers and College partners. This includes but is not limited to technical requirements gathering, design and execution, budgeting, vendor management and negotiation, staff supervision, policy and procedure development and enforcement. Conducts ongoing technology assessment of research information systems and products, related to identifying and meeting research needs and potential external collaborations.
- Conducts assessments of the research informatics environments, synthesizes pertinent information, and identifies implications for planning and development of informatics services in support of research and programs supporting informatics as a discipline itself, providing periodic structured environmental assessment and recommendations relative to future direction for informatics.
- Provides expert support to other departments in the development of research information systems, products and services responsive to current and future needs:
- Partners with POIS, Library, and NYP staff to advise on issues related to system and data access and interfaces.
- Tracks and advises on industry standards for research informatics issues.
- In collaboration with appropriate staff, advises on prototype development, coordinates/conducts prototype, and oversees alpha and beta testing.
- Assists in communicating results of prototype development to vendors and appropriate staff.
- Serves as liaison with the staff and departments for the purpose of integrative program development with other programs and services of the medical college.
- Assists in developing product specifications including the application and functionality of software programs, software vendor requests for proposals, recruitment of vendors and evaluation of vendor's work.
- Assists in monitoring vendor's adherence to specifications, quality and effectiveness of vendor support.
- Performs other duties as assigned.
Minimum Requirements: · Bachelors level education in computer science, information systems, management, or relevant basic science field required; masters or doctoral level education preferred. · Managerial experience in an academic setting involving the use of research information systems. In depth knowledge and experience in computer use in medical colleges, research laboratories, and/or hospitals. · Extensive knowledge of current medical information technology and applications. Knowledge of RFP and grant development. · Must possess strong program development skills in order to develop innovative informatics tools. Must be able to analyze and assess needs in medical informatics and education programs. · Must have demonstrated capabilities in developing collaborative approach to program development. Establishes policies and procedures, supervises installation of programs. · Excellent written and verbal communication skills are essential to provide technical, medical and educational leadership to all staff. Must be able to communicate effectively the capabilities and limitations of information technologies. Working Conditions: - Position requires working in an office environment where some physical discomforts such as dust, dirt, noise and the like are present. Ability to work off-hours and weekends, as well as travel between office locations, primarily within NYC and conferences is required. Some travel to Qatar and other partner institution locations should be anticipated. Occasional meetings or clinical staff interactions in typical patient care areas may be required though direct patient exposure is not expected.
