GENERAL DESCRIPTION
Provide university-wide leadership in the use of information systems and the application of technology to improve administrative processes and overall data management.  Coordinate application development efforts across the university while planning for and implementing new technologies & services that support PLU’s strategic plan for the campus administrative information environment.  Foster development of the newly formed Information Systems unit and join I&TS directors of Systems & Communications and User Services in developing and maintaining an IT strategic plan for the university.  Work in partnership with university leaders, directors, managers, and staff to leverage technology to promote a cohesive business strategy within each division and across all divisions.  Provide systems analyst-level support for one of the functional areas (Advancement, HR, Admission, Finance, Financial Aid, or Student) in PLU’s Banner implementation.  Reporting to the Associate Provost for I&TS, the Director actively participates and works in highly collaborative fashion with I&TS leaders.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Provide leadership and vision to staff consisting of systems analysts, systems programmers, application developers, and database administrators.  Use sound project management methodologies to successfully manage a complex portfolio of technology projects.  Work with University administrators, managers, and campus groups to address enterprise level information system issues.  Match academic, administrative, and business needs with SunGard HE Banner functionality across a diverse group of stakeholders: Admission and Financial Aid, Development and University Relations, Communications, Academic Affairs, Finance, Human Resources, and Student Affairs.  Work with administrative and academic units to re-engineer business processes to create efficiencies. Maintain broad oversight of the products & services that comprise the administrative information environment, from strategic planning to tactical activities including ongoing operations and maintenance activities.  Share oversight responsibility for operational uptime of mission critical enterprise systems and other applications with I&TS systems administrators.  Keep abreast of new technology developments and make recommendations on upcoming operational opportunities that could benefit from the implementation of new technologies.  Maintain broad oversight for Information System’s audit and compliance activities, including familiarity with relevant standards and regulations. Actively support the professional development and mentoring of staff.


KNOWLEDGE, SKILLS, AND ABILITIES

•    Experience supporting enterprise-wide administrative systems
•    Expertise with information analysis and display tools, e.g., MS Reporting Services, Cognos, or equivalent
•    Expertise in the use and application of project management software to model, track, and predict performance of a portfolio of projects
•    Demonstrated familiarity with applications, systems, and database architecture/design/implementation; experience with SQL databases (Oracle, SQL Server, DB2 or other), data warehousing, portals and workflow preferred; emerging technologies experience (SOA, CRM, AJAX, etc.) is a plus
•    Sufficient knowledge of enterprise applications development to select platforms and standards for new enterprise applications
•    Competency in adopting and integrating emerging technologies and change initiatives as well as creating the required organizational and staff development to support them
•    Commitment to a model of professional development that grows skills within the IT staff and user community alike


REQUIRED QUALIFICATIONS

•    Bachelor's degree
•    Successful record of increasing administrative responsibility, including supervision and leadership
•    Significant experience supervising technical team staff and managing client interactions in a variety of functional areas
•    Extensive first-hand knowledge of enterprise level applications, including the knowledge and ability to promote industry application development standards campus wide and the aptitude to work with multiple campus divisions to evaluate, assess, and address campus application requirements
•    Knowledge of Oracle, Oracle SQLPlus, Oracle PL/SQL, technical/user documentation, and system life cycle concepts
•    Three or more years experience supporting enterprise-wide administrative information systems (e.g., Banner, Datatel)
•    Outstanding problem solving abilities, including the ability to look at issues from multiple angles and to address solutions at both conceptual and detail levels
•    Effective collaboration, relationship management and influence skills, and a strong customer service orientation
•    Evidence of the ability to work against deadlines and manage multiple projects simultaneously
•    Strong interpersonal and communication skills, with the ability to translate complex technology into business terms that high level, non-IT executives can understand

PREFERRED QUALIFICATIONS
•    Knowledge of Banner administrative information system
•    Solid understanding of relational database principles for an OLTP environment
•    Experience in a master’s degree-granting university setting is preferred; an understanding of current issues in higher education is desirable
•    Microsoft Office Suite, including Access
