MAJOR FUNCTION:
To plan and conduct complex geographic information system (GIS) analyses; provide technical assistance to users; perform related work. Provide GIS support for IWRRI applied research and training projects, in support of the Idaho Department of Water Resources (IDWR) Adjudication Bureau. This will include acquiring or developing data needed for water resource analysis, aerial photo and map document registration and rectification, analysis of spatial water rights and hydrologic data, programming to automate tasks or develop applications, and assisting in the design of a GeoDatabase for water rights and other water resource data. This position works under the direction of the IDWR Adjudication staff in Boise.

MINIMUM QUALIFICATIONS:

Some knowledge of: Computer programming languages or any object-oriented language commonly used in the development of GIS programs; principles of database design and management.

Good knowledge of: Geographic information systems; cartographic principles.

Experience operating, applying, and programming ESRI software products in a work environment.

ADDITIONAL DESIRABLE QUALIFICATIONS:

Knowledge of Idaho/Western water law, water use and the Public Land Survey system;

Approximately 3 years of college including science and/or related courses in specific area of research discipline plus approximately three years of related work experience; demonstrated skills with computers and written communications. Additional work experience may be substituted for college on a year-for-year basis.

Bachelor's or Master's degree in hydrology, engineering, geography, or related field.

Incumbent must possess good interpersonal skills and communicate results efficiently.

Good knowledge of principles and use of Geographical Information System (GIS) software; ESRI ArcView/ArcInfo/ArcGIS experience;

Knowledge of SDE/ArcSDE;

Programming experience in .NET, VB, SQL, AML, or Avenue;

Experience in MSAccess/SQLServer.
