JOB SUMMARY:
Will analyze, design, develop, test, implement, document, and modify complex computer programs involving mainframe, client-server, and Web technologies; participates in client and peer consultations and system design evaluations; trains and mentors peers to analyze, design, program, and test computer systems; assists clients in identifying system requirements and solutions across multiple platforms; independently meets with customers to determine information technology status, desires, needs, and cross-system issues on projects of high sensitivity or complexity; acts as a resource, on a consistent basis, to other team or department professional staff in the resolution of information technology problems; leads application development projects of moderate to large size, complexity, and duration; creates project plans, project scope, cost estimates, coordinating activities of programmers and customers, and managing project tasks and resources.

MINIMUM REQUIREMENTS:
A bachelor's degree in computer science, information systems, business, or related field; five years of related and progressively more responsible or expansive work experience in systems design, application architecture, analysis, application programming, and testing using mainframe, client-server, and Web technologies; experience with IDMS, COBOL, TSO, OS JCL, and VSAM; experience with ASP, CSS, JavaScript, and VBScript; experience with real-time replication of data from IDMS to SQL Server; design-level experience in enterprise-level relational databases such as SQL Server or Oracle; experience in writing SQL database stored procedures; experience with SQL utilities and tools such as MS Enterprise Manager or TOAD; experience with project management tools such as MS Project; experience in independently planning and leading projects of moderate to large size, complexity, and duration; or an equivalent combination of education and experience.

DESIRED QUALIFICATIONS:
Excellent verbal and written communication skills; excellent customer service and interpersonal skills; experience working in a team-oriented environment; familiarity with accessibility, usability, and secure coding practices; application production support experience in a complex multiple-programmer environment; experience with object-oriented development using languages such as Java, ASP.Net, or C++.
