INFORMATION TECHNOLOGY SPECIALIST - BAND D (DIRECTOR OF TECHNOLOGY INFRASTRUCTURE), position number 80224, Information Technology Services, (Manoa), Technology Infrastructure; Full-Time; Permanent, General Funded position to begin approximately March 2009. Duties: The Director of Technology Infrastructure is one of three Director positions that report to the CIO of the University of Hawaii (UH) System, which is comprised of 10 campuses, 7 education centers and dozens of research facilities on 6 islands. This position is broadly responsible for the UH data center, systems and telecommunications capabilities that support enterprise information and communications services for over 50,000 students and 10,000 faculty and staff. Responsibilities include but are not limited to servers, system administration, database administration, integrated IT operations, production control, network engineering, campus network, statewide network, external connectivity to the Internet and Internet2, and phone services including operations and support of a 10,000 line PBX. Minimum qualifications: Possession of a pertinent baccalaureate educational degree in Computer Science, Electrical Engineering or related and 12 years of progressively responsible professional information technology experience with responsibilities for enterprise technology infrastructure planning and operations, of which 4 years of the experience must have been comparable in scope and complexity to the next lower payband in the University of Hawai'i broadband system; or equivalent education/training or experience. At least three (3) years of the related professional experience must include management of a technology services organization responsible for complex, multi-location, multi-discipline enterprise technology infrastructure. Extensive knowledge of pertinent information technology principles, concepts and issues in enterprise technology infrastructure including unconventional theories and new developments to issues and problems, and generation and development of new hypotheses and theories. Extensive knowledge of innovative, emerging and state-of-the-art principles, concepts and technology associated with enterprise technology infrastructure. Extensive knowledge of the planning, design and implementation of information technology systems and infrastructure, programs and operations as it relates to complex systems and telecommunications services. Extensive knowledge of the applicability of information technology to a variety of work situations and processes. Extensive knowledge of the applicability of information technology in systems of higher education to support instruction, research, administration and public service. Extensive knowledge of the limitations, capabilities, uses and service requirements of information technologies including computer systems, software, networks and peripheral equipment. Demonstrated ability to develop short- and long-term plans of actions, understand problems from a broad interactive and interconnected perspective, use unconventional reasoning to discern broad underlying principles and issues when problem solving, and apply innovative and precedent-setting thinking to resolve problems of large scope and impact. Demonstrated written and verbal mastery in presenting ideas, theories, issues and models clearly and accurately using persuasion and negotiation to build consensus and cooperation and provide long-term direction and leadership. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups and individuals. Demonstrated ability to translate technical concepts into terms understandable by executives, administrators, faculty, staff, students and others not familiar with such concepts. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Thorough knowledge of state and federal laws, rules, regulations, policies and procedures relevant to the provision of information technology systems and telecommunication services. Thorough knowledge of the practices, methods and materials used in the the use and implementation of various telecommunications media including fiber optics, coaxial cable, twisted pair, microwave and wireless technologies. Thorough knowledge of voice telecommunications systems, including PBX and Centrex based services, VoIP strategies, and interconnection approaches and requirements. Thorough knowledge of enterprise technology infrastructure, including service support, move/add/change processing, change management, engineering and problem resolution for complex systems and networks. Thorough knowledge of analog and digital video telecommunications including CATV technology and compressed digital video systems. Thorough knowledge of data networking technologies legacy telco approaches, ethernet, WDM and the full range of TCP/IP protocols and their use. Considerable working knowledge and practical experience in the principles and practices of management, organizational change, and policy and procedure development. Ability to manage a large, complex, public-sector division including developing long and short range plans and program, budget and staff requirements. Ability to perform administrative tasks such as budget preparation and personnel administration in accordance with University procedures; demonstrated ability to conduct large, complex procurements in accordance with University procedures. Ability to communicate effectively both orally and in writing to represent the University in relationships with external constituencies, including peer state, national and international institutions. Ability to work a variable work schedule; and, work outside normally scheduled work hours including day, night, weekend and/or holiday hours, as directed. Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
