JOB DESCRIPTION:
Established by UC Berkeley in 1891, UC Berkeley Extension is one of the largest and oldest continuing education operations in the United States. As a self-supporting organization, Extension offers more than 1,500 personal enrichment and professional development classes in multiple locations around the San Francisco Bay Area and online. Extension’s enrollments total approximately 31,000 annually.

The UC Berkeley Extension Online department is a part of the UC Berkeley Extension, the continuing education arm of the University of California, offering courses for college and professional credit, certificate programs in a variety of fields, and noncredit seminars and programs of professional and general interest. Administered by UC Berkeley Extension, UC Berkeley Extension Online currently offers more than 120 online courses.

Under the guidance of the Director, this position involves designing, conducting, promoting, and supporting various online public educational programs. This position researches and assesses educational needs and interests for targeted public segments of online learners, and develops programs, materials, technology and learning approaches accordingly. The Online Course Developer fulfills the primary instructional designer role for online certificate programs, professional sequences, and other online courses.

RESPONSIBILITIES:
Plans and develops new online programs and curriculum, and adjusts existing online courses and curriculum in a continuing education environment.
Instructional Design
- Designs course layout and flow for appropriate access to learning activities, texts and assessments
- Designs discussion question activities and implement them as part of the course structure
- Designs quiz and other assessment activities and implement them in the learning management system
- Selects appropriate texts and multimedia materials for online courses
- Coordinates the appropriate placement of lectures and text materials delivered and recommended by developers/instructors

Under limited supervision, researches, writes and/or edits online course material for a variety of publications for internal and external audiences, consulting with clients as necessary.
- Reads, edits, updates online course materials
- Reads, edits, updates end-of-term surveys
- Reads, edits, updates quality assurance protocol and manual

Actively participates in long-range strategic planning for public educational programs.
- Plans for course development subject areas, costs, technologies, and delivery formats as included in the department’s 3-year planning cycle
- Responsible for creating individual course development timelines and budgets that track to enrollment and revenue targets for specific terms and fiscal years

Responsible for preparing budgetary performance analysis of development investments and their corresponding return in terms of enrollments and revenues.

Recruits, selects, orients, evaluates and supervises qualified course and program instructors.
Instructor and Course Developer Management
- Prompts instructors and course developers for content development updates
- Reviews new textbooks and other learning materials and make recommendations to instructors
- Monitors instructor/student interactions and fire instructors who neglect their students and don't fulfill their contracts
- Creates and manages new email accounts for instructors
- Creates Letters of Agreement and determine dollar amounts and scope of work for course development projects
- Determines completion of development projects and trigger the payment process for course developers/instructors
- Selects and hire new instructors
- Encourages current instructors to teach other courses

As an editor, ensures clarity, organization, accuracy, style, and quality of written work.
Quality Assurance
- Reviews all online content for accuracy and logical flow
- Coordinates team quality assurance reviews and group projects

Production Coordination and Tracking
- Monitors and prompts Online Team action for all upcoming courses
- Prompts and tracks the Course Instructor Approval form and Course Information Budget form process for all upcoming courses and instructors
- Coordinates the collection of lecture, text, graphics and other learning materials by the Instructional Designer and Developer and their assembly by the Web Developer
- Reviews individual course updates and development needs during the transition from learn.berkeley.edu (HTML courses) to the Angel Learning Management System

Evaluates and adjusts course curriculum through student/participant evaluations and level of interest shown.
In response to course evaluations analyzes and develops course management directives, topical discussion questions, exams and other learning assessments

Tracks student or participant performance and course desirability.
Tracks online course enrollments, student and instructor postings to message boards, and cancels low enrolled courses

May provide training or mentoring to instructors.
- Provides training for online email account access to instructors
- Provides training on learning management system to instructors
- Guides developers/instructors in their lecture writing and content creation process

REQUIREMENTS & QUALIFICATIONS:

Required:

Education, Training and Experience:
Bachelors degree in related area and/or equivalent experience/training. Continuing education in online instructional design and course development required.

Knowledge, Skills and ability:
Thorough knowledge of functional area and understanding of how work may impact other areas.
Thorough analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
Thorough and effective verbal, written and interpersonal communication skills and presentation skills.
Thorough knowledge of campus policies and procedures.
Thorough knowledge of and skill in delivering programs.
Thorough knowledge of current public educational programs and trends.
Thorough skills to conduct needs assessment and development of new presentations/courses to meet organizational needs.
Knowledge of managing a portfolio of online courses at the university or corporate level.
Skill in using business software systems in the completion of work assignments; i.e. Word, Excel, Access, PowerPoint.
Thorough knowledge of the fundamentals of writing, grammar, syntax, style, and punctuation.
Thorough knowledge of appropriate editorial style and publication guidelines.
Thorough skills to write clear, lively, engaging and compelling copy in a variety of styles appropriate to target audiences and/or the broader public, while ensuring adherence to the campus message.
Thorough knowledge of the campus, including its mission, goals, achievements, infrastructure, programs, and policies.
Thorough knowledge of issues in higher education and/or a specialized academic discipline or field.
Knowledge of computer applications for publishing, image handling, and/or web production.
Thorough research and fact verification skills.

Knowledge and use of web editing tools (HTML editor, FTP software, webserver directory structure)
Knowledge and use of Learning Management System functionality, reporting, and course management
