As Senior Program Manager for Electronic Research Administration Systems, this position is responsible for developing alignment and coordination among multiple projects within the research administration systems portfolio, facilitating consensus among a diverse group of business owners and end-users, and developing and implementing program management approaches that meet agreed upon business goals. In addition, as the Program Manager for the SAGE Suite, this position is accountable for successful development of the University of Washington’s build-out of systems to manage sponsored program administration.  Successful candidates must possess outstanding independent judgment in prioritizing critical information, and discretion and diplomacy in working within the larger UW administrative environment. 

Position Complexities:
To be successful, the incumbent must have strong project management skills, demonstrated understanding of the project lifecycle and appropriate project management processes and tools; a good understanding of how research universities function; strong diplomacy and leadership skills to effectively manage complex project teams; analytical skills to recognize, research and measure key success factors and create project plans; ability to be detailed oriented, while still understanding the larger strategic picture; strong negotiation and issue resolution skills; and excellent communication skills to represent the Office of Research professionally within all levels of the UW. 

Position Impact:
The University of Washington receives more federal research funding than any other American public university.  Last year alone, over 5000 proposals were submitted and awards totaled over one billion dollars.  All of these proposals were routed for internal compliance review using the University’s System to Administer Grants Electronically (SAGE).  The Office of Management and Budget (OMB) mandate that all federal funding agencies require electronic submission of proposals through the Grants.gov web portal has resulted in an increased need to enhance SAGE functionality to allow for full proposal development within a single system, electronic file upload and routing, and system-2-system integration with Grants.gov.  The outcomes of the proposed phase of SAGE development will have a direct impact on the University of Washington’s ability to remain competitive in the federal grants arena.   Additionally, this position is responsible for cross organizational coordination of projects identified with the strategic roadmap for research administration systems and information management.  The culmination of that work will be an integrated one-stop-shop for research administration and compliance.

Responsibilities:
Electronic Research Administration Systems (eRAS)

Develop consensus within the program advisory structure on program goals and desired outcomes, work within distributed project management environment develop implementation plans, and develop processes for monitoring and reporting on outcomes

Facilitate the resolution of issues within the program decision making structure

Build effective working relationships within a complex program structure that spans multiple business units, charged with meeting the needs of a broad and diverse end-user population

Provide expert consultation to senior University executives, deans, faculty, technical, and administrative staff regarding business needs and supporting applications software development.

Provide direct and indirect oversight for projects within the research administration portfolio

SAGE Suite Project Management

Provide overall project leadership and management for further development of the SAGE Suite. New modules include System-2-System integration with Grants.gov, detailed budget module, electronic hand-off between pre and post-award administrative offices, smart-forms and templates that allow for additional processes to be automated later.

Define and manage overall project scope, schedule and budget, generate project status reports, web updates, and public relations material

Create and implement project plans and risk mitigation plans and other activities to support project execution and control activities

Establish team structure that supports distributed project management of sub-teams working on multiple, concurrent development activities

Build effective working relationships with project team members and key stakeholders in a complex cross-organizational team environment

Facilitate the resolution of issues within the project decision making structure

Establish and facilitate appropriate oversight and advisory groups, involving key stakeholders from across campus and the appropriate central administrative offices.

Coordinate with other large IS development projects to determine areas of dependencies, overlap in scope, timing of campus involvement, and potential conflicts with timing of major deployments

Represent the SAGE project on institutional initiatives and planning committees as necessary

SAGE Suite Operations

Develop and implement agreed upon change request process that includes identifying business impact of requested changes, prioritization amongst multiple stakeholders, and implementation plan.

Establish agreed upon production support approach that allows for use of shared resources also focusing on new development and provides flexibility to adjust schedule as needed to meet agreed upon delivery milestones.

Oversee technical staff in identifying necessary technology renewal and refactor requirements to maintain a viable system that can continually be enhanced to meet stakeholders needs.

Work with UW Technology service providers to ensure appropriate infrastructure is in place to support a stable system.

Facilitate ongoing process improvement within SAGE team to improve overall approach to software development, delivery, and ongoing end-user support.

Supervisory Responsibilities:

Supervision of SAGE Suite Staff.

Direct supervision of 12 positions within ORIS, including technical developers, business analysts, quality assurance staff, and an outreach a communications manager.

Matrixed supervision of other project staff, including training and customer support positions, and contract technical positions.  

Work with direct and in-direct reports to develop performance expectations and metrics, professional development plans, and accountability structure that support project goals and team processes.

Requirements:
Bachelor’s degree; business administration or research oriented preferred AND a minimum of 7 years progressively responsible and related experience.

Demonstrated abilities in the areas of project management, budget maintenance, organization, quality assurance and improvement, and process improvement.

Ability to effectively lead and participate in complex teams

Demonstrated abilities in negotiation and issue resolution across organizational lines

Experience in higher education; familiarity with a complex large research university is preferred.

Previous supervisory experience

Demonstrated interpersonal and communications skills (both written and oral) are required, as well as the ability to work both independently and as part of a team with academic researchers and others.

Strong knowledge and experience in Microsoft products including: Word , Excel, Visio, Power Point

Desired:
Certified Project Management Professional

Previous experience in a human resources environment; with demonstrated ability to develop tools for HR management.
 
 
 
 
Condition of Employment:
Willing to work variable schedule, which may include evenings and weekends as needed.
