I. POSITION SUMMARY Reporting to the Director ITS Operations this position is responsible to manage, coordinate, assign and review the work of staff, resources & projects in accomplishing applications and systems development of WCMC-Q. II. MAJOR RESPONSIBILITIES - Supervise programmers, web developers, database administrator and other support staff including assigning work, recruiting of staff, providing feedback on performance and attending to all other tasks related to managing staff.
- Works with web developers in creating web sites for Weill Cornell Medical College in Qatar including subordinates in creating web sites for clinical and administrative departments, division and other groups.
- Establishes clearly articulated project plans. Assess and allocates time and resources in order to assign specific tasks to various staff members. Sets deadlines, and ensures that they are met.
- Ensures that project plans proceed as scheduled and are enforced or modified if needed. Enables all team members to work as efficiently and creatively as possible.
- Establishes clear coding/programming guidelines and requirements. Review and approve code generated by subordinate programmers & developers. Provide comprehensive documentation for these procedures.
- Sets up project, its exact requirements, designs and the database, and ensures that programmers follow exact coding specifications to complete the project.
- Documents and implements all database projects and their requirements. Provides documentation for internal use as well as by outside users.
- Ensures that all projects are completed the most efficient way possible and meets the established goals/requirements. Help to define the best strategy to complete a project & goals.
- Ensures that applications and web sites have a highly usable interface and are convenient to use.
- Ensure reasonable security for deployed systems in collaboration with the security administrator.
- Oversees testing of systems, modifications, changes and deployment. Provides quality assurance for all projects.
- Oversees development and maintenance of a global content management system for the entire institutional Web presence. Works with staff members in establishing and implementing procedures for the periodic updating of web site contents, as well as other operational processes and procedures.
- Collaborates, directs and helps Webmaster in developing web technologies for WCMC-Q Intranet use.
- Develops IT software development procedures and trains/guides staff in their use. Establishes flexible processes and ongoing training to ensure that staff are able to incorporate timely changes (updates, new releases) to existing software.
- Receives users concerns and feedback related to applications or systems and provides timely support.
- Prepares documentation for all programming changes and modifications.
- Prepares user guides and procedural manuals for operations.
- Coordinates activities and follow policy initiatives consistent with WCMC-NY, as appropriate.
- Performs other job-related duties as assigned.
- POSITION REQUIREMENTS
Bachelor's degree in Computer Science or related field. A minimum of 3 management experience, 5 years preferred. A minimum of 5 years programmer experience required with current software development framework (such as .Net, WebObjects, Java) and software development tools (C#, Visual Studio, etc.). Management of WWW/Appliations servers (IIS, Tomcat, Apache) and Server OS (Mac OSX, Unix, Linux, AIX, Windows) management experience required. Ability to: • Analyze data and develop logical solutions to complex software application problems. • Manage complex Intranet software development projects. • Analyze problems, identify alternative solutions, project consequences of proposed actions. • Communicate effectively with both technologically knowledgeable staff and non-technical users. Weill Cornell Medical College in Qatar was established in 2001 as a partnership between Cornell University and Qatar Foundation. WCMC-Q offers an integrated program of pre-medical and medical studies leading to the Cornell University M.D. degree. Teaching is by Cornell and Weill Cornell faculty, including physicians at Hamad Medical Corporation (HMC) who hold Weill Cornell appointments.
