Abstract:This "Viewpoint" article addresses the development of information technology organizational infrastructure in institutions with a high degree of independence at the department and college level and a high degree of local autonomy in the development of information technology resources. What does an institutional history of extraordinarily decentralized computing mean for 21st-century technology support, and how can necessary changes be made in a deeply rooted institutional culture?
