Abstract:Before an institution pursues the development of a distributed learning program, it needs to make a number of decisions regarding the marketplace and to define a clear business plan and strategy. In this article, Brian Hawkins identifies several issues institutions need to consider as they develop a distributed learning program. These institutional challenges are library access, faculty workload, faculty incentives, faculty support structures, intellectual property, articulation agreements, financial aid, pricing, cross-subsidization of programs, institutional loyalty and philanthropy, technological infrastructure, and organizational structures and governance.
