Abstract:This paper is intended to set forth the key principles to ensure that consumers benefit from the construction of broadband networks. These principles should serve as the foundation for any revision of law or policy affecting broadband networks. By favoring openness, marketplace competition and limited regulation, our economy and our society will reap the maximum benefits of these exciting technologies.
