Abstract:From 1993 to 1997, Reed Hundt served as Chairman of the Federal Communications Commission (FCC), presiding over the implementation of the Telecommunications Act of 1996 and helping to negotiate the World Trade Organization Telecommunications Agreement. In this speech, Hundt reflects on the effect of the 1996 Telecommunications Act on education and the impact of the Internet on higher education. This speech was presented on April 29, 1999, at the Networking '99 conference in Washington, D.C.
