The UK Joint Information Systems Committee (JISC) and the AU Australia's Department of Education, Science and Training (DEST) are getting together to build an e-learning and e-research framework. The web site has some great concrete details of the Service Oriented Architecture (SOA) and Workflows, but distressingly few details of how one might measure the success of such a joint venture. The potential gains are high, and since both the AU and the UK have similar funding models (higher education research and teaching is primarily funded from central government in both cases), they probably stand a good chance of getting their respective committees talking the same language.
