Library job requirements can be puzzling! The "MLS from an ALA accredited" phrase is so common that its absence does create a headline. I wonder if the commentators who suggest it was a set up for an internal candidate may be on to something. (In addition to their speculation, I'd add my own suspicion that it would be hard to find a candidate who was allowed to develop all of the other requirements without the MLS.)
Note that the second position does require an MLS.
It used to bother me more to see the MLS requirement than it does now, because I've come to understand how much it takes to grasp the many functions and services of a research library. While an MLS does go a good way in this direction, I still would be more comfortable to see "MLS or equivalent experience."
