Latest News on State Authorization

Russ Poulin at the WICHE Cooperative for Educational Technologies (WCET) released a blog post this morning with significant updates on the state of play concerning state authorization. Major topics covered include:

  • An overview of the completion of the Presidents' Forum / Council of State Governments model state authorization reciprocity agreement (SARA) project and the progress of the higher education regional compact organizations in translating that model into a real-world implementation
  • The status of the Association of Public and Land-Grant Universities (APLU) / State Higher Education Executive Officers (SHEEO) Commission on Regulation of Postsecondary Distance Education, whose work is likely to have an important influence on the development of the regional compacts SARA process
  • New rules for institutions providing postsecondary education to military populations that may in effect reinstate for those institutions the federal state authorization regulation originally imposed by the U.S. Department of Education and later overturned by a federal court on procedural grounds
  • A request for participation in an annual survey of institutional plans and activities related to state authorization of distance education, conducted by WCET in partnership with the University Professional and Continuing Education Association (UPCEA) and the Sloan Consortium (Sloan-C)
