iPhone & iPad Application Development and Deployment

Robert McDonald posted the sales figures for the iPad on this blog earlier this month (120,000+ the first week).  As the iPad and iPhone (and mobile devices in general) become more pervasive,  I am curious as to the licensing that universities are using as they are developing and deploying apps.  My understanding is that some institutions are using commercial software and therefore do not sign developer agreements with Apple.  I have heard from institutions that are having student employees procure a developer's license.  Finally, I hear often that colleges and universities are struggling to sign agreements with Apple due to the contractual language.  

What are your institutions doing?  How do you address the distribution (through iTunes specifically) of branded apps?  Have you reached an institution-wide agreements with Apple? What challenges did you face and how did your institution address those issues?
