EDUCAUSE Joins InCommon FederationCreated by Valerie M. Vogel (EDUCAUSE) on November 4, 2009
EDUCAUSE announced today it has joined the InCommon Federation, the U.S. identity and access management federation. In an identity federation like InCommon, participating identity providers (such as colleges and universities) and resource providers (like EDUCAUSE) agree on a set of shared policies, processes, and technology standards. This greatly streamlines collaboration among multiple organizations because federation members agree on these policies and processes once, rather than each time they sign a contract with a new partner. FTC Extends Enforcement Deadline for Identity Theft Red Flags Rule Until June 1, 2010Created by Valerie M. Vogel (EDUCAUSE) on November 4, 2009

Join us for the Higher Education Information Security Council (HEISC) Open Meeting in Denver on Thursday, November 5, 12:45-2:00 pm (MST) in Meeting Room 607 of the Colorado Convention Center. You will learn more about the initiatives of the Higher Education Information Security Council (formerly the Security Task Force), including progress in strategic areas such as executive commitment and action, data privacy and security, effective practices and solutions, information-sharing mechanisms, and new tools and technologies. We will introduce new strategic directions and describe volunteer opportunities. Attendees are also invited to bring questions and suggestions regarding efforts to improve information security in higher education.

Security Task Force Renamed Higher Education Information Security Council The EDUCAUSE and Internet2 Computer and Network Security Task Force has been renamed the Higher Education Information Security Council. The name change reflects the maturation of the task force's work. The council, which EDUCAUSE and Internet2 will continue to sponsor, is part of the EDUCAUSE Cybersecurity Initiative. Cornell University has developed a computer security e-book for faculty and staff that is the cornerstone of their computer security awareness campaigns at Cornell. As part of National Cyber Security Awareness Month, other universities are invited to use Cornell's computer security book as a resource for the development of their own campus awareness and educational materials. The book, Computer Security at Cornell: Secure Your Computer On and Off Campus, covers the philosophy/educational aspects of computer security topics that everyone should understand. All of the "how-to" info is linked to the Cornell Security website so it can be updated on the fly as needed.

The White House Office of Science and Technology Policy (OSTP) and the Federal Networking and Information Technology Research and Development (NITRD) Program created the Leap-Ahead Initiative in response to the President's call to secure the nation's cyberinfrastructure. The goal of this new initiative is to develop "the national cyber security leap-ahead research and development agenda". Commercial and academic innovators recently attended the National Cyber Leap Year Summit in Arlington, Virginia, August 17-19, 2009, to discuss strategies for initiating and sustaining fundamental cyber security changes within the following five areas:

Additionally, the largest group of victims of identity theft is between the ages of 18 and 29. Students need to understand the risks and how to protect their personal information, computer, and campus networks. Therefore, we encourage you to consider ways you can raise awareness among your faculty, staff, and students and invite you to help promote National Cyber Security Awareness Month (NCSAM).

EDUCAUSE and VeriSign announced today the initiation of a project to enhance Internet reliability and stability. By the end of March 2010, the project will deploy a security system known as Domain Name Security Extensions (DNSSEC) within the .edu portion of the Internet, which EDUCAUSE manages under a cooperative agreement with the U.S. Department of Commerce. When the project is completed, institutions whose domain names end in .edu will be able to incorporate a digital signature into those names to limit a variety of security vulnerabilities. FTC Issues Final Breach Notification Rule for Electronic Health InformationCreated by Valerie M. Vogel (EDUCAUSE) on August 21, 2009
The Federal Trade Commission (FTC) has issued a final rule on Health Breach Notification, which "requires vendors of personal health records and related entities to notify consumers following a breach involving unsecured information". The rule provides additional details about the "timing, method, and content of notification" in the event of a breach, and requires companies to notify the FTC, as well as the media (in cases involving 500 or more people). This rule is effective September 24, 2009. Full compliance will be required by February 22, 2010.
