Hi - At our college, our web team won't allow any uncaptioned videos on the public website.
In online learning, we require faculty to caption video (or transcribe it and send it to us to synchronize to the video)  and transcribe audio that they will be using for more than one term in the LMS. We don't require faculty to caption media that they didn't create. We caption those on an accommodation need basis.
We still get push-back from faculty, but media transcription should be considered part of media development IMHO and there are so many benefits to all students when there are captions. We also offer regular trainings on how to caption.
