You might look at RT (request tracker) for this. 

RT has email queue interface and/or web interface.

RT is often used for tracking and handling security incidents and has the ability to limit who can see what "tickets" come in.

As an aside, UMBC is using RT for our campus based help system. Last year we hit a little over 75,000 tickets on campus under RT and this year we will exceed 100,000 tickets this year.


The IGS is by far the most flexible solution and fully customizable. You can view it online at It can be set up specifically to track union staff cases with you exact contracts and grievance procedure timelines.  Great tool!
