Have any of you read the news releases about IPv4 addresses approaching short supply and Microsoft purchasing a large number of them from bankrupt Nortel last spring?  This is in anticipation of a shortage in IPv4 numbers and IPv6 not being widely implemented at this point.
Here is an article describing the transaction and what is happening in the market.
 
As a result, has your school been approached by any vendors that want to purchase IP addresses that are registered to your university but not being utilized?
