At present, Virginia State University has no policy concerning the deployment of CCTV cameras on campus for security reasons. This has led to many questions from different quarters on a variety of matters from new construction deployment to storage.

 

To help jump start us in this matter, we’d be interested in hearing from anyone who has instituted and is willing to share their policy.

While here, let me brag a little on our Policy  Directory.  We implemented this a number of years ago as an extension to our SAP system.  It includes an underlying workflow to manage the approval process as well as periodic reviews/updates to policies. 
 

We don't have a formal video surveillance policy. However, in 2007 we assessed video surveillance, access control and intrusion detection and determined that standards-based video surveillance would be included in all renovation and new construction projects to mitigate identified risks. Our primary focus has been to deploy security cameras at campus and building perimeter access points; additional camera coverage within buildings is assessed separately. Currently, we are wrapping up a project that added security cameras to our residence hall perimeters and plan deploy security cameras at remaining campus perimeter and academic/administrative building perimeter locations as funding becomes available.

From a standards perspective ... we follow recommendations from the Homeland Security, Defining Video Quality Requirements: A Guide for Public Safety. As a member of the Video Quality in Public Safety Working Group, I highly recommend you download the guide and other resources. The major impact for us is that we are moving away from a decentralize DVR model to a centralized NVR model that is managed from our enterprise data center. We are also using POE IP cameras and insisting on "recognizable" face shots when people are in the target area and "recognizable" license plates when vehicles are in the target area. We use the Norman CCTV Test Target (formerly Rotakin) to document image quality.

From a technology perspective ... we follow and apply research from IP Video Market when selecting cameras and video management systems. The membership fee is nominal and grants access to volumes of unbiased video surveillance research. We use Bosch to manage the majority of our existing legacy cameras; Cisco to manage the new residence hall cameras; and will likely pilot Genetec for comparison to Bosch and Cisco.

We are finally getting central control of the process.  The university had different offices picking their own vendors without thought to infrastructure requirements and other needs. Authority will reside with the same office that manages building card access, and the university will be moving to using a single vendor.

No policies have yet been published, but WFU is moving toward more centralized control to assure that the cameras can be properly supported and at reasonable cost.
