Agreed, papercut is a great solution.  We migrated from Pcounter.  Very happy with the product, and very affordable.  The product wil do what you want it to, and the cost should not require an RFP.  Papercut will not respond to a RFP though.

We use Papercut as well supporting over 35,000 students. As I recall the licensing was so affordable it fell beneath the RFP threshold and has been a very solid product.

We also use PaperCut with approximately 10,000 users across 6 locations. We have had only great experiences at a reasonable cost.

Simmons College in Boston, MA implemented PaperCut MF for students. The service is extremely popular and resulted in large reductions in wasted paper and consumables while enabling the college to increase the "free" student quota and increase the number of distributed print stations. The most popular feature for students is web print (ability to send a print job remotely and release from any student print station on campus with a tap of their ID card) PaperCut has 2 solutions: PaperCut (for printers only) and PaperCut MF for multi-function devices - if your student facing solution will include print/copy/scan stations. Simmons wanted to eliminate copying and provides free scanning to students and attractive pricing and quota policies for desired printing such as duplex, b/w, etc. Each product has a hardware compatibility matrix so you need to know what manufacturer you plan to use for your fleet and this will impact the functionality, software licensing, and student IT swipe/tap hardware you use. A PaperCut reseller typically can help you navigate these various issue. If you will have a mixed fleet hardware (e.g. 1 manufacturer for large high-volume stations and another manufacturer for smaller, printer based stations) you need to think about print drivers that are compatible for both and that perform well. One other consideration - be liberal with your print refunds and credits during the first semester of deployment, while your team works out the kinks. Your students will be more patient with you as a result.
