One thing you might consider as you work through this process also touches on a conversation that I recently had at the National Association of Educational Procurement (NAEP) at their national conference. The title of the session was “Murdered by the Matrix” and how historical framing of “procurement” may limit how institutions think about their options.
By example, many institutions already have a basketball arena, they own it, and they don’t put out for bid each season where their team will play. They may like or not like everything about their arena, but it is theirs. They may use competitive bidding and RFPs for add on services like facilities management, concession stands, etc.
In the same way, every institution already “owns” open and community source software like Kuali, so institutions may choose to frame an RFP for installation, support, or integration services to any firm that can provide a la carte services around something they already own and don’t have to buy via a metered license.
This is likely getting a little bit ahead of the heart of your question, but a historical, RFP and Matrix framing early in these conversations may merit renewed thought of all options and paths for this decade.
