We have enabled both Google+ and Hangouts at time of release.  We have not had any issues so far.

We've had G+ enabled in our Google Apps domain since it became available without ill effect. An increasing number of folks appear to be populating their profiles, and the student affairs folks use Hangouts for virtual sessions with Engineering undergraduates (advising, etc.).

While you didn't ask this question specifically, I'll also add that, for now, we've opted not to enable the Gmail / Google+ email integration until we have a chance to do more testing.

Oregon State University in about six months into go live for GAE.  We enabled G+ and Hangouts from the beginning due to demand.  We are now running into a concern and awaiting advice from our legal team.  Google updated the APIs a while ago allowing us to populate our standard directory information in the google environment which is great.  However, upon testing we discovered that Google mixes our institutionally provided data with user entered G+ profile data into the “Directory Profile” seen in Contact.  The major issue is that birthday (month and day by default) is published by default to anyone in your circles.  We have some FERPA concerns, which is what we’re waiting on legal for.  This setting can only be changed by the users, but it is also only visible to those in a user’s circle.  Considering experience with phishing attacks, users like to fill out forms accurately and then don’t remember when and what they did.  We expect the visibility of this data in the directory profile and the fact that it is mixed with institutional data and source de-identified will generate helpdesk calls and has the potential for those that don’t pay attention and find it down the road and become very unhappy.

 

To be fair, Google allows users to change these settings, but only by the user and we can’t change the default behavior.

 

Other than that, G+ and Hangouts have been very well received and used within the first six months of Google Apps for OSU.  It is important to note that OSU took the stance of only linking to and supporting the core apps, so all use of G+ and Hangouts is self-help.

We are actually launching a Hangouts pilot prior to our migration to Google Apps.   Do you need Plus for Hangouts?  Partly yes...  Our intention for the pilot was to ONLY enable Hangouts.  And it works but only with a Chrome browser.  If you want other browsers, then you need another method of accessing Hangouts like Gmail.  And if you want to use iOS you do need Plus.   Plus requires Picasa Web and Drive to be enabled as well...

Ugh...
