I have been going under the assumption that Microsoft's advice at
"I'm buying VDI software from VMware/Citrix/other vendor. Do I still need Windows VDA?
Yes, you do. If you are accessing a Windows client operating system (OS) as your guest OS in the datacenter from a thin client, Windows VDA is the appropriate licensing vehicle. You need this regardless of the VDI software vendor you choose. The only scenario where you would not need Windows VDA is if you were using PCs covered under Software Assurance as the access devices, since virtual desktop access rights are included as a benefit of SA."
is still correct (I checked that it is still there - right before writing this.)

 I'm asking because I've been told by many colleagues at other higher ed institutions that this is old - and that MS and Citrix have reached an agreement that the VDA is not required even when Software Assurance isn't covering. One of the variations on this is that MS purchased some or all of Citrix and therefore no longer requires the VDA for Citrix.

I'm wondering if there is confusion with the "Roaming Use Rights" - which I don't fully understand but which seems to require Software Assurance.

Henry, an excellent question.  I have not delved into it since we are covered by our CA for faculty, staff and students. 

I suppose it is possible that MSFT and Citrix reached such a deal, but would there not have been some grand announcement from one or the other?

Off to look and also to ask MSFT.  Hopefully,one of our colleagues has a handy answer!
