Three of the top challenges currently facing academic technology units in higher education are reducing costs, increasing student engagement, and showing evidence of the impact of technology on student learning. Three of the top strategies institutions are using to address the challenges they face are blended learning, mobile learning, and creating a culture of evaluation and assessment. But all too often these three strategies are considered separately. We propose a model that integrates the three approaches and shows the necessary linkages between them. We describe strategic planning steps, instructional values that prioritize learning, data-tracking strategies, and needed implementation supports.
