Patricia SheaPatricia Shea

Patricia (Pat) Shea is the director of academic leadership initiatives for the Western Interstate Commission for Higher Education (WICHE) in Boulder, Colorado, and principal investigator for the Interstate Passport Initiative. Shea also oversees the activities of three membership organizations based at WICHE: the Internet Course Exchange, the Western Academic Leadership Forum, and the Western Alliance of Community College Academic Leaders. In addition, she directs WICHE’s involvement in two other regional collaborative projects: the North American Network of Science Labs Online (NANSLO) and the Consortium for Healthcare Education Online (CHEO). Shea holds a master’s degree in educational administration and supervision from George Mason University.


Robert TurnerRobert Turner

Robert (Bob) Turner, Passport state coordinator, works with the stakeholders in each of the WICHE states to understand and implement the Passport. Turner retired in June 2011 after four years as Oregon University System assistant vice chancellor for academic standards and collaborations. He worked with Oregon’s public universities, statewide faculty senate, and K–12 and community college leadership on student learning and student transitions among educational institutions. Turner received a BS in biology from Seattle University and a PhD in embryology from the University of Oregon. He taught and conducted biology research for over 30 years and is an emeritus professor of biology at Western Oregon University, where he was Honors Program director and interim dean of liberal arts and sciences.


Catherine WalkerCatherine Walker

Catherine (Cathy) Walker, Passport project manager and research analyst, conducts research on issues related to general education and transfer and coordinates the involvement of institutional and state representatives in various Passport activities. Walker is a founding partner of the Third Mile Group, which conducts research and program evaluation on teacher education and compensation, expanded learning opportunities, alternative education, and education leadership. Previously she worked for the Education Commission of the States and the State Higher Education Executive Officers. She earned a bachelor of arts degree in music history and a master of arts in teaching from the Colorado College.



Join Malcolm Brown and Veronica Diaz as they moderate this webinar with Pat Shea, Bob Turner, and Cathy Walker. The Interstate Passport Initiative, based at the Western Interstate Commission for Higher Education, has launched a new learning outcomes–based framework for transfer with the goal of improving graduation rates, shortening time to degree, and saving students’ money. The new framework focuses on the lower-division general education core, the common denominator among institutions—concentrating on it as a whole, not on individual courses—and allows for a cross-border “match” of outcomes-integrated general education cores for block transfer. The academic areas included in the Passport are based on the Liberal Education and America’s Promise (LEAP) Essential Learning Outcomes developed by the American Association of Colleges and Universities. Phase I, which covers oral communication, written communication, and quantitative literacy, concluded in September 2013 with 16 two- and four-year institutions from four states (Hawaii, North Dakota, Oregon, and Utah) signing the Passport Agreement for a five-year term.
