Abstract
In order to facilitate cross-border comparisons appropriate for the global higher education business, it is necessary to have a way of comparing individual institutions with peers to start a conversation about how services are provisioned, identify areas where performance isn’t as effective as other institutions, and share best practices to develop more effective and efficient IT services.
The Coalition of Higher Education Information Technology Associations (CHEITA) [http://www.cheita.org/] Global Complexity Index described in this report enables peer identification and democratizes work by giving a voice to international institutions represented in association research and benchmarking activities. The CHEITA Global Complexity Index also opens the door for developing more meaningful international higher education IT research collaborations, partnerships, and communities of practice.
CHEITA International Peer Group Benchmarking IT Case Study: CHEITA used the Global Complexity Index to select four universities across three countries to participate in the international peer group benchmarking case study:
- University of South Australia (Australia)
- University of Texas at San Antonio (USA)
- University of Wisconsin–Milwaukee (USA)
- Carleton University (Canada)

The CHEITA Benchmarking IT paper was developed in collaboration with the principals responsible for the EDUCAUSE Core Data Service (CDS). Colleges and universities, primarily in the United States, use CDS benchmarks to inform IT strategic planning and management. The EDUCAUSE community and program leadership will continue to work with CHEITA to achieve the participating organizations’ long-term vision of a common set of metrics that can be used globally to support international comparisons.
