Abstract
Decision-makers throughout higher education need significant advances in the quantity, quality, and accessibility of information to support institutional strategic planning and operation. Web-based solutions can distribute information throughout an organization. However, higher education will not realize the full benefits of the technology if decision support mechanisms mimic the data silos of transactional information. This paper describes CLARITY, a WWW-based departmental decision support system developed at the University of Minnesota to meet business and technical needs. CLARITY offers not only an affordable desktop solution appropriate to small institutions but also a scaleable solution for large institutions seeking to improve the functionality of aging legacy systems or provide cost-effective management reporting tools.
