Abstract
The author of this Current Issues article is president of CICNet, Inc. and the current president of the Federation of American Research Networks (FARNET). He describes the evolution of the "privatized" Internet as it relates to higher education's special needs and the legal and security issues and problems faced thus far, which have led to the initiative to develop Internet II.
