Higher Education Concerns About the Stop Online Piracy Act ("SOPA"), with Initial Suggestions for Addressing Them (11/15/11)

Abstract

SOPA (H.R. 3261) introduces sweeping new risks for and imposes new responsibilities on mainstream websites offering legitimate online services, including those hosted by colleges and universities. This overbroad response not only incorporates problems previously identified with the PROTECT IP Act, it makes those worse and creates further problems. This EDUCAUSE document draws on extensive discussions among a broad array of colleges, universities, and higher education associations to highlight four main aspects of SOPA that are problematic for higher education, and provide suggested changes that would reduce or eliminate these problems.
