Abstract
EDUCAUSE submitted comments in the IP-Enabled Services Proceeding on April 28. Those organizations who submit comments are given the opportunity to read through all of the comments submitted and prepare a response. This document is EDUCAUSE's response. It focuses on the need to define VoIP, for regulation purposes, as an information service rather than based on "functional equivalency". This addresses the most basic issue the FCC faces in how to proceed with the regulation of VoIP as expressed in the 200 plus comments submitted.
