Abstract
Strategic relationships among institutions of higher education, government, and industry are gaining attention as a means of meeting pressing needs in homeland security. James Madison University has taken an active role in building strategic alliances and in establishing research centers that bring together partners from across the university, other academic institutions, public sector agencies, and private businesses.
