Abstract
This report is commonly refered to as the "Broadband Study" looks at "broadband deployment and usage throughout the world" for the FCC. The U.S. did not show well and was relegated to  "middle-of-the-pack performer" status, behind industrialized countries in Europe and Asia where the practice of "open access" to broadband networks by third party competitors is more prevalent.
