Abstract
Wanting to evaluate their own progress in information technology programs and practices, Penn State's information technology organization collected information about successful operations in five similar institutions. Although differences in budgeting practices made it impossible to make direct numerical comparisons, they found four broad indicators of model practices, which are described in this article.
