Terry W. HartleTerry W. Hartle

American Council on Education

For more than a decade, Terry W. Hartle has directed the comprehensive effort of the American Council on Education (ACE) to engage federal policy makers on a broad range of issues including student aid, scientific research, government regulation, and tax policy. Prior to joining ACE in 1993, he served for six years as the education staff director for the U.S. Senate Committee on Labor and Human Resources, then chaired by Senator Edward M. Kennedy. Prior to 1987, Hartle was director of social policy studies and resident fellow at the American Enterprise Institute and a research scientist at the Educational Testing Service. Quoted widely in both the national and international media on higher education issues, he has authored and coauthored numerous articles, books, and national studies and contributes regular book reviews to the Christian Science Monitor. Hartle received a doctorate in public policy from The George Washington University in 1982, a master’s in public administration from the Maxwell School at Syracuse University in 1974, and a bachelor's in history from Hiram College in 1973.

Doug CarlsonDoug Carlson
Executive Director, Communications and Computing Services
New York University

Doug Carlson is the Executive Director of Communications and Computing Services at New York University. In this position, he is responsible for the operation and evolution of NYU's international communications, computing and network security infrastructure. Carlson is currently on the board of NYSERNet, a regional Internet Service Provider offering services to the New York research and education community, and serves on several working groups within the EDUCAUSE Net@EDU organization. Prior to joining NYU, he managed and supported large-scale communications and computing services at several academic, corporate and research facilities.

Summary

Your host, Steve Worona, will be joined by Terry Hartle and Doug Carlson, and the topic will be "Wiretapping the Internet: CALEA and Higher Education."

CALEA, the Communications Assistance for Law Enforcement Act, facilitates court-ordered wiretaps by establishing technical standards for interception points on public telephone networks. As interpreted and implemented since 1994, CALEA excluded the Internet and private telecommunication systems. Over the past year, on request of several federal law enforcement agencies, the FCC has developed and announced a reinterpretation of CALEA that covers both the Internet and private networks, including campus networks. Several associations and interest groups have announced plans to challenge this new interpretation of CALEA, on a variety of grounds. In this session, speakers will discuss CALEA and the technological, policy, and financial concerns raised by its reinterpretation.
