Biography

Joy has over two decades of experience in higher education, and is the chief information officer for Virginia's Community Colleges - the largest higher education system in Virginia. With an enrollment of over 400,000 students in both credit and workforce training, Virginia's Community Colleges include 23 colleges and 40 campuses throughout the Commonwealth of Virginia.

Joy is responsible for pursuing initiatives to support the Chancellor's vision and developing long-term technology plans to foster innovation and high performance. Prior to her current job, Joy has served as vice president for information technology at Harford Community College in Maryland, chief information officer for Bellarmine University in Kentucky and as CIO and director of academic computing for Friends University in Kansas.

Joy is passionate about technology and the intersection of technology with education, and is constantly searching for new or innovative ways that technology can solve everyday problems. She participates in various technology organizations within higher education, including EDUCAUSE, advisory boards for several organizations. She has a master's and doctorate in information systems, along with an MBA and a bachelor's degree in commercial design. Along the way she also took a fun detour to be chief flight instructor for a Cessna Pilot Center. With over 2,000 hours of flight time, she currently holds an Airline Transport Pilot license and a flight instructor certificate.
