Biography

Dr. Robin Ying is the Vice President for Information Systems at Tidewater Community College in Norfolk, VA. Previous to this position, he held the position of Vice President for Information and Instructional Technology Services (IITS) at Oklahoma City Community College (OCCC), where he served as the Chief Information Officer. In that role, he provided leadership, coordination, planning and integrative management of the College's technology resources, as well as budgeting and long-range technology strategic planning. IITS provides a variety of services to OCCC, including: academic and administrative computing support, audio and visual support for classrooms and labs, video production and digital signage, network infrastructure, desktop computing, security surveillance, and voice and data communications, including unified messaging.

Before OCCC, Dr. Ying served as the Associate Vice President for Information Technology at Imperial Valley Community College District in California. While there, he was responsible for providing reliable and responsive information technology services to students, faculty and staff. He also provided strategic leadership in planning, developing, implementing and maintaining technology and information systems to support the academic and administrative goals of the college.

Dr. Ying has over 30 years of experience in information technology. He started his career with Bell Laboratories in the early 1980s after obtaining his Ph.D. in electrical engineering and computer sciences from University of California, Berkeley, where he studied under Dr. Leon O. Chua.

After the AT&T and Lucent Technologies split in 1996, Dr. Ying served as a district manager in the Business Markets Division of AT&T Labs. He managed a technology and software development group that developed software systems and provided technical support for service work centers to streamline service operations for cost savings and increased customer satisfaction. Several key operation support systems developed by his group are still used to support major AT&T global digital services today.

Dr. Ying has also served on numerous global committees and appointments. From 1992 to 1996, he was elected as Chief Technical Adviser of the United Nation for the China Telecommunication Modernization Development Program. Over the course of his appointment, Dr. Ying managed 9 research and development projects in the China Ministry of Post and Telecommunications. These projects were supported by a US$10 million grant from the United Nations. Between 1998 and 1999, he was AT&T's voting delegate on the National ISDN User Forum (NIUF). From 1997 to 1999, he served on the Board of Directors as Treasure of the Vendor ISDN Association (VIA). From 1998 to 2000, he served on the Board of Directors of the Global ISDN Industry Forum (GIIF). From 2006 to 2010, he was a member of the System-wide Architecture Committee (SAC) at the California Community College Chancellor'™s Office. From 2009 to 2010, he was the chair of the Technology Advisory Committee for the Imperial Valley Telecommunications Authority (IVTA). Since 2011, he has been a member of the Council on Information Technology for the Oklahoma State Regents for Higher Education.

Dr. Ying received his MS degree from Yale University, and his Ph.D. degree from the University of California, Berkeley.
