Biography
Bill Carter is the Vice Chancellor of Information Technology at Houston Community College in Houston, TX. His department is responsible for the college's administrative servers, application development of administrative and web-based software, microcomputer and help desk support services, telecommunications and wide area network. He was recently been assigned the responsibility of managing the collegeâs institutional research, assessment, and accreditation departments.
Under his leadership, HCC
⢠Designed and installed the infrastructure for over 1 million square feet of new buildings;
⢠Reconfigured the collegeâs network infrastructure and replaced all network and telecom, desktop, and intructional equipment;
⢠Implemented applications and workflows that have resulted in efficiencies that have saved the college over $35M;
⢠And, designed and implemented the technology for two campuses in Doha, Qatar.
He was an integral part of the team that successful evaluated and accredited HCCâs sister campus in Ho Chi Minh City, Viet Nam, and the Riyadh Community College in Saudi Arabia.
He currently represents Houston and the Texas Community Colleges as a member of the:
