StateNets Net@EDU Working Group Charter

StateNets

We are the public and not-for-profit organizations whose professionals operate the statewide networks that serve a substantial portion of our states' K-20 education and library institutions.

We intend to form an effective national "mutual-aid society" through affiliation with the Net@EDU program of EDUCAUSE. We will constitute a new Net@EDU working group, composed of state education networks, that will focus on our common interests.

State Education networks must join Net@edu to participate in this Working Group. By joining, they will become eligible to participate in all Net@edu activities.

Eligibility

A public or not-for-profit network organization that serves a substantial portion of a state's or territorial possession's K-20 education and library institutions and that supports the mission of Net@EDU is eligible for membership in the StateNets working group.

We recommend that each state select one member organization to represent that state's education network interests. This "lead" member will pay required fees, vote, and coordinate participation in StateNets' activities for that state.

If necessary, a state may provide multiple members who each are separate members with full rights and responsibilities.

Participants

We encourage members to designate and involve their best managers and technical experts in all appropriate StateNets activities.

Governance

Steering Committee

Several StateNets members serve on a Steering Committee which ensures their StateNets colleagues are kept abreast of vital policy and technical issues important to the state education network community. In addition, the Steering Committee determines the agendas for the StateNets meetings and workshops, drafts official communications on behalf of the membership and represents the community before federal policymakers (when appropriate).

The membership of the Steering Committee is fluid, depending on the interest and needs of the working group. The Steering Committee is led by a Chair, Vice-Chair and Secretary. The Chair represents StateNets interests as a member of the Net@EDU Advisory Committee and serves no more than two consecutive years.

CEO Roundtable

Each StateNets member must designate one person as their primary representative. We recommend that members designate their Chief Executive Officers (CEO) as primary representatives, where the CEO is the employee vested with all operational responsibility for the member's organization.

A "CEO Roundtable" will serve as the coordinating committee for the StateNets working group, composed of the CEO of each member organization (or their designee) and optionally one other individual from that state. The Roundtable will meet at least quarterly via a web or audio conference and at least once face-to-face at the annual meeting. The CEO Roundtable will:

Serve as a forum for information exchange among the members
Identify issues and charter new working groups
Appoint a chair of the conference program committee from among its members
Appoint a Roundtable liaison to 'sponsor' or 'champion' each working group

Importantly, the unique attribute of StateNets members is the service-based, operationally-focused nature of the network resources we provide our constituents. StateNets ought to leverage this command of resources to benefit all members.

Therefore, we expect the CEO Roundtable to create a class of working groups whose assignments address widespread, mutual problems and who receive in their charter the direct commitment of states' resources and project deadlines.

Non-Members

Organizations from non-member states may attend the StateNets' conferences but may not participate in other StateNets activities.

Fees

StateNet member states will pay the Net@EDU organizational member fee. This fee includes participation in the annual Net@EDU conference and working groups for five individuals. Additional participants from a StateNet member may be assessed a fee to cover the appropriate meeting and support costs. Non-member states will be assessed a non-member fee for attendance at the annual conference.

Services

EDUCAUSE will provide its standard NET@EDU working group support services (billing, conference management for up to 2 working group meetings beyond the annual conference, working group support, etc.).

EDUCAUSE will consider requests for additional services, possibly contracted to a StateNet member for additional fees charged to the members of the group, on a case-by-case basis.
