Cyber Security Research and Development Act - 2 ResourcesH.R. 3394 responds to these challenges by creating new research and education programs at the National Science Foundation (NSF) and the National Institute of Standards and Technology (NIST) – two agencies cited in the FY 2003 budget for their effectiveness. The programs are designed to promote more innovative research in cybersecurity and to attract more senior researchers and students into the field. Specifically: NSF NSF would run competitive programs (with reviews by outside panels) to enable – · universities to establish multidisciplinary Centers for Computer and Network Security Research, alone or in partnership with other universities or with businesses and government laboratories; · colleges and universities to create or improve undergraduate and master’s degree programs in cybersecurity; and · doctoral students to receive fellowships to pursue degrees in computer and network security, and to work with industry. NIST NIST would run competitive programs (with reviews by program managers) to enable -- · university/industry partnerships to establish research centers devoted to questions of interest to industry; · senior researchers in related fields to undertake research on cybersecurity; and · post-doctoral fellows to take advantage of research opportunities in cybersecurity.
