Abstract
This article is from a regular department in _CAUSE/EFFECT_ that reports on the activities of the Coalition for Networked Information (CNI), formed by the Association of Research Libraries, CAUSE, and Educom. The author, chair of the CNI steering committee, discusses the distinction between the Internet's conduit and its content, and argues that higher education will be best served by a highly competitive telecommunications marketplace.
