Abstract
A carefully structured National Learning Infrastructure Initiative (NLII) will ensure that the medium is the message and that higher education's investments and experience in national networking and telecommunications result in an educational medium in which instructional programs can be as accessible and effective as educational leaders dream and as affordable as public and personal fiscal realities demand.
